Course Objectives

A basic review of the origin, implementation, and enforcement of NYC zoning regulations. The class covers the zoning issues facing each community, zoning maps; land use regulations; definition of F.A.R., building envelope; building accessories; sprinkler requirements, real estate taxes, historic preservation, green building technology and property egress for safety. This course is recommended for real estate brokers, engineers, bankers, developers, investors, building department expeditors and appraisers. 7.5 hours, no exam required.


ZCAUD Course Outline

1- Introduction of New York State and City Zoning Code Compliance

2- Basic review of the New York City Building Codes

3- Determine the feasibility, researching and evaluation of a development for construction.

4- Understaninding the concepts of preparing a development plan for the client or investors.

5- How to interact with an Architect or Engineer to develop a preliminary construction plan to determine the estimated cost of the construction project for review by a financial institution or investors.

6- Understanding Zoning Broad Approval and Bureau of Standards Appeals (BSA) approval process. Determine community benefits.

7- Understanding the basic community real estate taxes concerns such as tax incentives, abatements, empowerment zones, deferred real estate taxes with infrastructure improvement by the developer's and payment in lieu of taxes (PILOT) programs.

Salvador Rozenberg

Project Manager and Adjunct Professor

Salvador Rozenberg is an expert administrator regarding services in business, construction and project development and real estate management and provides his advisory services through his business entity, Transaction Maintenance Company. He is also is an accomplished regional leader, educator and innovator in the development and creation of course curricula regarding business, construction, development, project and real estate management as well as being an Adjunct Professor in these subject areas.

Mr. Rozenberg's client list includes real estate owners, general contractors and developers. His client services include all business-related functions involving real estate bookkeeping, construction, development, financial reporting and management. His expertise covers the preparation of business/marketing plans and project scope of work, bid reviews, construction planning, operations management and project scheduling, supervision of renovation and restoration projects, preparing budgets/financial statements,leasing and analysis of leases, and general business administration.

As an Adjunct Professor, Mr. Rozenberg teaches about the subjects of construction, development, facilities, project management and real estate for the City University of New York (CUNY) Baruch College; Zicklin School of Business, William Newman Real Estate Department; New York University, Tandon School of Engineering, Civil Urban Engineering Department, New York University, School of Professional Studies, Schack Real Estate Institute and New York Institute of Technology, Electrical and Computer Engineering Department among other prominent academic institutions and organizations.

Project Experience

Transaction Maintenance Company — Project Manager

Through his business entity, Mr. Rozenberg provides advisory services with various real estate owners, investors, clients and developers regarding administration services, leasing, procurement, financial statements, construction planning and project monitoring. His projects for his commercial and residential clients have involved waterproofing projects, sidewalk vaults replacements, roofing repairs, exterior renovations, vertical transportation modernization, HVAC upgrades and code compliance and fire damage building restoration. He also provides clients with construction planning for dispositions, managing agent functions, coordinates the building codes, DOB, DHCR, HPD, ECB, ADA, EPA and OSHA compliance and implements major capital improvements (MCIs) projects for residential, retail, commercial, industrial and warehouse development projects.

As academic course developer, Mr. Rozenberg coordinates multiple collaboration agreements to optimize construction and real estate courses for undergraduates, graduates, and for continuing education and corporate training programs to maximize traction of student registration and tuition potential for educational institutions.
